Aerial views of this accident site were impressive, but no one was hurt on Monday, March 8th when a 20-wheeler slowly began to rock before completely toppling over.  The driver was not in the cab when the rig overturned.  
 
As part of the golf course renovation, the driver from Shapemasters was dumping a load of sand near hole #16 at Stede Bonnet Wynd when workers realized some of the moister sand was stuck in the bucket.  The driver got out of the cab as a worker in a smaller vehicle, a Bobcat, began tapping the bucket to shake the wet sand loose.  But because the still-extended bucket made the rig top-heavy, and the left-hand side of the truck was parked in soft sand, the tapping caused the wheels on the rig's left side to sink into the soft sand and slowly topple over. 
 

Deputy Chief of the Department of Public Safety Shawn Freeman said that the biggest concern for emergency responders was potential contamination of the nearby lagoon -- after hydraulic fluid and radiator fluid leaked from the truck.  "We were very fortunate.  Quick action on the part of those on the golf course enabled us to respond in time to contain the spill and prevent any contamination of the pond," said Freeman. 

 
No one was charged in the incident, but Freeman estimates damage to the truck at around $10,000.

TO BHI STAKEHOLDERS
 

March 11, 2010

Dear Fellow Islander,

From time to time, I plan on writing an open letter to the stakeholders of Bald Head Island to update them on recent Village Council activity.

As always shoreline stabilization remains our highest priority. The current beach nourishment project, which is totally funded by the Island, is progressing well with one critical deviation from the original plan. Due to the unprecedented loss of sand at the west end of South Beach, caused by maintenance dredging of the Wilmington Harbor Channel in the first quarter of 2009, considerably more new sand had to be allocated to that area than was initially planned. This has resulted in a reduced profile continuing east on South Beach, although we still plan to finish in the Loggerhead Trail area.

Replacement of the dilapidated sand tube groin field is progressing slower than expected and will probably require an extension of the permit to the end of April. Once again, because of the magnitude of last year's sand loss, several of the groins will not be totally covered by new sand as has always been the case at the completion of previous projects. The result is a diminished useful life for these groins unless further nourishment is forthcoming.

According to our Sand Management Plan with the Corps of Engineers, Bald Head is to receive dredged material from the next channel maintenance project scheduled for winter 2010/2011. Unfortunately the President's budget does not include adequate funding at this time. Securing such funding is now our highest priority and we are actively working through our representatives to see that this happens.

However, relying on sand nourishment and textile groins is not a viable long term solution. Therefore the Council is pursuing funding to offset the costs of a computerized modeling study of the entire Cape Fear River delta. This study will document the various dynamics of the area with the ultimate goal of identifying better ways to manage the channel and the shoreline. The solutions could consist of a revised Sand Management Plan, a relocation of the channel, hardened structures, a combination thereof or something totally new. Our goal is to make this study a cooperative effort with the Corps, the State, the Port and its pilots, and neighboring coastal towns in order to avoid lengthy and costly litigation.

To aid and advise the Council on these critical issues, as well as others, we have reorganized the Village Committee structure. There are now two new committees, Shoreline Protection and Communications; two combined committees, Public Safety & Transportation and Public Works & Utilities and the Finance Committee. The State mandated Planning Board and Board of Adjustment remain unchanged.

We are also assessing whether to establish a Parks and Recreation Committee to manage the Island's present and future physical assets as well as possible programs and activities. Developing this committee may allow us greater access to supporting State and Federal grants. 

The Council is also establishing two short term Ad Hoc Committees: one to analyze and advise on the proposed NC International Terminal in Southport and the other to address the proposed rate case of the Bald Head Island Transportation Co. These committees will include representatives from the Village, the Bald Head Association, the Conservancy, the BHI Club, Old Baldy Foundation and BHI Limited (for the NCIT study).

With the re-structuring and defining of objectives for our volunteer committees, your Council is asking for everyone's help and consideration for staffing.  Recently we reached out to the community asking each of you to volunteer your skills and talents where you feel they best benefit our needs. For those of you currently serving on committees, your time and talents are greatly appreciated. We encourage you to continue with your current committee, or if you feel you would better serve in a different capacity, here is your opportunity.  Either way our objective is to allow each of you a fresh opportunity to put your time and talents to work where you feel they best fit and where you are the most comfortable.

Recently your Council has spent a great deal of time attending meetings on and off the Island furthering our goals. The State Legislature has tasked the Coastal Resources Commission (CRC) to study the feasibility of changing the law to allow terminal groins in certain areas along the coast. In pursuit of a positive decision, we have attended not only all of the CRC meetings but also meetings of its Science Panel and Steering Committee, making presentations at most.

Additionally the Brunswick Beach Consortium met on the Island in February; we attended a meeting of the NC Beach, Inlet and Waterways Association in December and will again later this month; and the mayors of southeast Brunswick County have begun meeting monthly.

Finally the Village Manager and I visited Washington DC last week to tell Bald Head's story and to seek funding for studies leading to a resolution of our unnatural erosion problems. We met with Congressional staffers, Representative McIntyre and his staff and the staffs of Senators Burr and Hagan. Fortunately our trip coincided with the NC Water Resources Congress where we were able to spend some time with Col. Ryscavage of the Corps' Wilmington District and Tom Eager, Director of the State Ports Authority. All of the meetings were also attended by representatives of our new lobbying firm, AckermanSenterfitt, who were instrumental in arranging our schedule and supporting our cause.

As the new Council embarks on new initiatives as well as routine business, we appreciate the support and patience of the community. We also encourage your involvement.

EARLY VOTING IN PRIMARIES BEGINS;

ONE-STOP VOTING STARTS APRIL 15TH

 

Absentee voting by mail for the May Primary Election begins on Monday, March 15th.  The voter registration deadline is April 9th, and One Stop Voting begins on April 15th.  In the state of North Carolina, voters must be either a registered member of a particular party to vote in its primary -- or registered as "unaffiliated." 

 
Senator Richard Burr (R) faces three Republican challengers in the May primary.  Representative Mike McIntyre (D) is the only Democratic candidate in his race.  State Senator Julia Boseman is not seeking reelection, leaving only one Democratic candidate:  David Redwine.  Bill Rabon and Bettie Fennel will battle it out on the Republican side. 
 
State Representative Frank Iler (R) is facing a challenge by Mac Tyson; the two Democratic candidates for this seat are James Knox and Leonard Jenkins. 
 
State Representative Dewey Hill (D) is defending his seat against Ken Waddell in hopes of being elected to a tenth term of office.  And this year District Attorney Rex Gore (D) is facing primary challenger Harold (Butch) Pope.  

 

Two county commissioners' seats could essentially be decided in the primary election.  Republican Marty Cooke is facing Republican challenger Randy Sullivan, and because there are no Democratic candidates for this seat, it will likely be decided in the May primary.  County Commissioner Phil Norris (R) is running against Corrine McCray, and while there are also no Democratic candidates running for this seat, the successful Republican candidate will face Libertarian candidate Ray Gilbert in November. 
 
Other seats included in the May primary:  Clerk of Court, two Board of Education positions (Districts 3 and 5), and eight judgeships, half of which are running unopposed.

NO PORT SOUTHPORT RECEIVES STUDY GRANT

 

According to recently published reports, the non-profit group No Port Southport was awarded a grant worth $5,000 to pay for a study that would refute the Port Authority's original claims about the economic impact of a planned international terminal in Southport.  The grant came from a national watchdog group called Corps Reform Network. 

 

CRN says that part of its mission is to "change the policies and practices of the Army Corps of Engineers so it ceases promoting projects and issuing permits that waste taxpayers dollars and degrade America's water resources. Instead, Corps projects should help protect and restore damaged ecosystems and habitat."  

 

The economic study will be conducted by University of North Carolina-Wilmington Associate Professor Curtis Stiles.  Stiles has been an outspoken opponent of the proposed port.  At a 2009 meeting of No Port Southport, Stiles called the Port's projections on the economic impact, "superficial, thrown together... and an irrational attempt to boost a political decision." 

 

The Village of Bald Head Island has taken no official position on plans for the container terminal that could be constructed on a 600-acre tract of land in Southport.  Mayor Andy Sayre is creating an ad hoc committee to study the project and its potential impacts -- both economic and environmental.  

              

HOWARD TWIGGS:  1932 - 2010

 

Howard Fabing Twiggs passed away unexpectedly the morning of Thursday, March 4th.  He was a lifelong resident of Raleigh but was born in Cincinnati, Ohio on October 27, 1932.  The Twiggs Family owns a home on Bald Head Island. 
 
Howard received his undergraduate degree from Wake Forest University in 1954; and went on to get his law degree there in 1957. He was still actively practicing law as a partner in Twiggs, Beskind, Strickland & Rabenau in Raleigh when he died, having been a lawyer for more than 50 years. Over his practice, Howard diligently represented countless North Carolinians injured in accidents and accused of crimes.
 
Howard's excellence as a trial lawyer led to his election to fellowship in the International Academy of Trial Lawyers; International Society of Barristers; and American Board of Trial Advocacy. Fellow lawyers chose him for listing in Best Lawyers in America and in North Carolina Super Lawyers since their first editions and he was selected as a Top 100 North Carolina Super Lawyer by the latter publication.

Howard was a frequent lecturer to lawyers around the United States on trial advocacy and professionalism topics. He also lectured and taught trial advocacy in five foreign countries: Canada, Mexico, England, Holland, and Australia.
 
Howard was elected and served in the North Carolina House of Representatives from 1966 to 1974, serving as Chairman of the House Judiciary Committee in 1973-74. In the General Assembly, his major accomplishments included improving protection for the disabled and injured citizens of North Carolina through passage of a major revision of the state Wrongful Death Act; extending the Statute of Repose; rewriting the laws relating to mental health; and removing all references to race from state laws in 1969. During his time as chair of the State Building Code Committee, the North Carolina Building Code was rewritten, making buildings, sidewalks, vehicular parking, and other areas accessible to the handicapped.

He is survived by his wife of 40 years, Betty McBride Twiggs, and four daughters, Mary Catherine (Sissie) Twiggs and husband Vincent Valverde, Jennifer Twiggs and husband Ivi Bilich, Elizabeth Johnson, and Ashley Bryan Twiggs and husband Brandtly Jones. He had six grandchildren, Savannah Valverde Twiggs, Julian Valverde Twiggs, Lauren Valverde, Sebastian Valverde, Juliana Bilich Twiggs, Logan Bilich Twiggs, Jamie Johnson and Stone Johnson. Also one sister, Carolyn Twiggs Fox of Winston-Salem, niece Margaret Fox Miller and nephews, Spencer Fox and David Fox.

WOUNDED WARRIORS COME TO BHI APRIL 22 - 26
 

This year's Wounded Warrriors Weekend is set for April 22nd through the 26th.  Bald Head Island Limited, the BHI Club, Old Baldy, The Conservancy, and Bald Head Association will all contribute resources in the form of entertainment, housing, transportation, and meals. 

 

This will be the third year that Bald Head Island has welcomed servicemen and women injured during military service to our country.  The last two years, volunteer participants have described the weekends as an overwhelmingly inspiring and unifying experience for the entities on Bald Head.  In fact, at the conclusion of these weekends -- both years -- community leaders have expressed the desire to find other, similar ways of bringing the entities together for a common cause.   

 
As details of the weekend develop, we'll announce how to make contributions through volunteerism.  In the meantime, local organizers are asking for contributions.  Money donated for this year's project will help to pay for the weekend.  Any leftover funds will be evenly split among the families at the end of the weekend.  Help us to say "thank you" to some of the men and women who have given everything in service to this country.

 BHI BEACH SWEEP - APRIL 17

Please save the date and make plans to join us on Saturday, April 17th any time between 9 AM and 12 noon at the Department of Public Safety Operations building.  Help us keep our beaches clean and safe for people, animals, fish and fowl.  Doughnuts, coffee, gloves and trash bags will be provided, however we ask that you bring your own grabbers, if you have them.  (Due to budget constraints, Brunswick County is no longer providing these.)

HABITAT FOR HUMANITY NEEDS YOU!
 

Although Bald Head Islanders had originally planned to build walls for the next Habitat House, that job is underway and will be completed weeks earlier than expected, according to organizer Dr. Thad Wester. 

 

Habitat still needs your help to complete the next house and is looking for volunteers sometime in May.  Volunteers are not required to have a great deal of physical strength or even knowledge of construction or carpentry.  The most important attributes of a volunteer Habitat helper:  willingness and a hammer.

BEFORE YOU PAINT OR START THAT NEW HOME IMPROVEMENT PROJECT...
Remember that ANY plans you have to change the exterior of your home -- including painting and landscaping -- MUST be submitted to the Architectural Review Committee before work can begin.  Other additions that must be approved by the ARC include flagpoles, treehouses, playhouses, signs, exterior lights, monuments, markers, outdoor statuary, patios, decks, or any outdoor decorative objects.  This takes advance planning, so please note that the next deadline for submitting your proposed plans or changes to the ARC is

Bald Head Island "Friends of the Library" facilitates library service to the Island once a week.  Please return books on Tuesday between 9:00 am and 4:00 pm and pick up books on Wednesday between 2:45 - 4:00 pm at the Association.  Call 457-6237 on Monday or Tuesday to order your books for Wednesday pick-up.   Library cards can be obtained in Southport seven days a week.
