BALD HEAD ASSOCIATION I. October 17, 2008 MINUTES: The BHA Board meeting minutes were received via email by the Board and posted on the website for review. The Board is asked to approve these minutes for the official records. II. FINANCIALS – David Jessen will summarize October financial statements and variance explanations. SEE ATTACHMENT 1. III. LEADERSHIP MEETING – Anne Boozell will report on the October Leadership meeting. IV. COMMITTEE REPORTS 1. Architectural Review – Bob Helgesen – Club Design Guidelines sent via email. 2. Communication, Education & Recreation – Jerry VanSant 3. Finance & Administration – David Jessen 4. Long Range Planning – John Chamberlain 5. Natural Resources & Beautification – Mary Conklin Old Business V. COMMUNITY GARDEN – In 2008, BHA received only $740 in rental income from the Garden area. We spent more than $2000 this year on improving the irrigation system, insuring the system and the new garden shed, and installing new lighting in the shed. BHA’s investment versus current member participation is drastically out of balance. At the same time, we have more than two dozen people on a waiting list for the boat park, and the office continues to take calls asking for boat lots, which rent for $420 per year (beginning in 2009). At the last meeting, we discussed whether there was a way to generate greater participation in the Community Garden. When the prospect of dropping the rent from $270 to $100 per year came up, Jane Johnson assured us she could probably get all the plots rented out for that price. So far, seven residents have contacted the office and committed to a plot if the price does, in fact, drop to $100. There has been much discussion around this issue since it came up at the last Board meeting, and several community members have expressed concern – even alarm - about losing the garden area. Some points to consider:

FAIRWAY #14 FINAL REVISION – As the Club is revising plans for the reconfiguration of Hole #14 on the golf course, it has determined that it must move ponds from the nearest property line in order to bring the Village water system into compliance with state regulations. The ponds and the fairway now border Association Common Area. Club Manager Robert Norton will present the newest plans and answer questions about potential impact on Common Area.
New Business VII. FREE USE OF THE ASSOCIATION CENTER - “No Port Southport”, a local group opposed to the plans for a mega-port in Southport, recently rented the Association building to hold a meeting. Some of the participants in the group who are also BHA members felt that requiring a rental fee and security deposit for this type of meeting was inappropriate. More than one member argued that because this issue impacts every BHI resident, it’s in the interest of the membership to allow our space to be freely used for informational meetings, public debates and discussions. This is against our current policy, which clearly enumerates the groups permitted to use the space without charge. And, as Jerry VanSant and Anne Boozell have pointed out, since we are a tax-exempt organization, we are required to maintain a non-partisan stance. Another way around the fee – get sponsorship from one of our committees, such as the CER Committee. Although Jerry and Anne seem inclined to stick to the current policy, it was recommended that this be brought before the Board for discussion and clarification. SEE ATTACHMENT 3. VIII. PATH BETWEEN CHAPEL & ASSOCIATION CENTER BUILDING – The distance between the two buildings is only a few yards, but because there’s no formal path, brides and wedding parties can’t really traverse the bush without battling branches and brambles, uneven ground, and hungry mosquitoes and ticks. Anne has suggested installing pavers and widening the path so that people no longer have to walk all the way out to the street and then back around to the building. We have one estimate from Coastal Carolina Landscaping, which is the same company that handles our landscaping and installed the pavers in our parking lot. Mike Boozell has spoken with Brian Johnson about doing the architectural design, and Dana Quanstrom and Joe Ridgeway have agreed to build the path – charging only for materials and transport. Unofficially, the Chapel has expressed willingness to split the cost, but this is contingent on an acceptable estimate and agreement from Chapel Board members. SEE ATTACHMENT 4. IX. NOMINATING COMMITTEE CANDIDATE SELECTIONS: The Nominating Committee has named three candidates to fill two open slots on the BHA Board in 2009. The current list of candidates is as follows: Ken Miller, Tom Schick, and John Gottshall. X. TELLER COMMITTEE FOR JANUARY OFFICER ELECTIONS: The Board should move to authorize the proposed teller committee to serve as agents to tabulate the votes for January 2009 officer elections. The proposed committee is composed of Administrative Assistant Diane Mesaris, Barbara McQuaide, and Ann Cary Hevener. XI. ENTITY UPDATES –This is an opportunity for representatives from other on-island entities (such as Club, BHIL, Village, Conservancy, etc) to present any information, updates or voice concerns/requests not already included on the agenda.
